Administrative Judge serving on the US Department of Defense Armed Services Board of Contract Appeal(2000-2006); US Army Corps of Engineers(1989-2000); Maryland State Board of Contract Appeal Member(1982-1989); US Nuclear Regulatory Commission (Trial Attorney)(1974-1982); US Dept. of Interior Attorney(1971-1974); US Army Corps of Engineers Attorney(1968-1971).

Experience

Have mediated over 350 cases. These cases included a wide variety of civil cases in Maryland district courts and construction related and other subject matter disputes in Maryland circuit courts as well as employment disputes before the Maryland Commission on Civil Rights (previous) & the Montgomery County Office of Human Rights (current). Mediate cases for the Montgomery Co., MD States Attorneys Office as well as family disputes (divorce and child custody) and community disputes for Mongomery Co. & Frederick Co. MD, community mediation centers. Mediate cases for the CINA (Child in Need of Assistance)for the Montgomery Co. Md. Circuit Court Court and elder/family disputes. Served previously as a volunteer ombudsman in a Montgomery Co. assisted living facility.

Approach

I am a facilitative mediator serving as neutral. I use a mediation process map to explore parties needs and interest seeking for them to reach their solution that is both fair and benefits all parties I do not provide legal advice or opinions, except in those cases where all participants agree clearly to a specifically defined directive mediation approach. I am also qualified as a Collaborative Law Practitioner.

Fees

MEDIATION - Stand fee is $225 per hour and can be negotiated on a case by case rate or on a flat rate basis depending on the type and complexity of the case and the estimated time to complete the mediation. Fees normally are split equally between the parties unless the parties agree to a different fee arrangement. ARBITRATION: Same fees and charges as presented for mediation services.

Civil Case Mediation. I mediate cases involving public and private contracts (including construction contracts); divorce and child custody; home owner associations/home owner; employment discrimination/discrimination and elder/family disputes (including guardianship disputes)regarding senior life style changes. I previously served as a "Certified Ombudsman Representative, Long Term Care" in a nursing home and assisted living facility and have mediated child in need of assistance (CINA)cases since 2017.
